買家要面對現實

有 發 展 商 的 高 層 , 看 了 我 九 月 二 日 在 本 欄 寫 的 文 章 , 笑 我 實 在 「 哪 依 乎 」 ( naive) 。 他 說 : 「 虧 你 寫 得 出 , 叫 發 展 商 不 要 急 於 抬 價 。 發 展 商 是 能 抬 得 多 高 就 抬 多 高 , 長 江 不 抬 , 自 有 新 鴻 基 抬 , 不 抬 只 會 白 不 抬 。 自 從 恒 基 在 嘉 亨 灣 賣 得 好 價 後 , 其 他 發 展 商 的 營 業 部 都 被 老 細 『 詐 型 』 , 責 備 他 們 為 甚 麼 這 樣 保 守 , 不 懂 得 及 時 推 盤 , 不 敢 爭 取 賣 好 價 錢 ! 」 因 此 , 他 估 計 : 下 一 階 段 發 展 商 不 但 不 會 自 制 地 定 價 , 更 會 全 面 提 升 售 價 , 我 叫 他 們 要 為 長 遠 的 利 益 著 想 , 簡 直 是 與 虎 謀 皮 。 
他 還 譏 笑 我 , 說 我 這 套 想 法 類 同 社 會 主 義 計 劃 經 濟 , 自 以 為 看 得 比 人 清 晰 , 妄 想 指 導 市 場 如 何 定 價 , 要 知 道 市 場 是 不 會 以 個 人 意 願 而 轉 移 的 。 他 還 說 我 那 篇 文 章 會 誤 導 讀 者 , 令 讀 者 以 為 眼 前 的 樓 價 是 發 展 商 刻 意 造 勢 下 形 成 的 , 並 不 合 理 , 以 致 原 本 想 入 市 的 也 猶 豫 起 來 , 最 後 走 失 了 機 會 , 將 來 被 迫 買 貴 樓 。 
聽 了 他 那 番 話 , 我 把 我 本 月 二 日 的 文 章 重 看 了 一 次 , 發 覺 自 己 的 確 過 份 理 想 主 義 。 樓 價 如 果 真 的 可 以 一 級 級 慢 慢 上 升 , 當 然 可 以 讓 更 多 人 有 機 會 改 善 生 活 , 業 界 亦 可 以 因 而 多 做 生 意 , 但 關 鍵 是 現 實 情 況 並 非 如 是 。 
社 會 上 只 要 有 部 份 人 可 以 接 受 較 高 的 價 錢 , 發 展 商 就 可 以 把 價 錢 抬 高 。 這 些 人 不 用 很 多 , 只 要 足 夠 消 化 發 展 商 推 出 的 新 盤 , 一 手 市 場 的 價 格 就 可 以 高 踞 不 下 。 因 此 , 一 手 市 場 的 樓 價 並 非 取 決 於 大 多 數 人 的 平 均 意 願 。 一 手 市 場 的 供 應 量 每 年 不 過 二 三 萬 個 單 位 , 香 港 卻 有 近 七 百 萬 人 口 , 故 只 需 很 少 部 份 的 香 港 人 肯 接 受 較 高 一 點 的 樓 價 , 並 有 能 力 購 買 , 發 展 商 就 可 以 把 樓 價 推 高 。 發 展 商 為 了 本 身 利 益 , 開 盤 時 只 會 著 眼 於 如 何 吸 引 這 批 人 買 樓 , 不 會 照 顧 大 多 數 人 的 意 願 。 
當 然 , 一 手 市 場 賣 得 好 , 不 足 以 帶 領 整 個 市 場 的 價 格 上 升 , 樓 市 的 主 體 是 二 手 市 場 。 如 果 一 手 市 場 上 升 後 , 二 手 市 場 跟 不 上 , 那 麼 兩 個 市 場 的 價 格 差 距 就 會 拉 闊 , 在 有 選 擇 的 情 況 下 , 買 家 會 棄 一 手 選 二 手 , 令 一 手 市 場 的 升 勢 無 法 持 續 。 現 實 的 情 況 是 , 自 去 年 下 半 年 樓 價 回 升 後 , 不 但 一 手 市 場 交 投 增 加 , 二 手 市 場 交 投 量 增 加 的 幅 度 比 一 手 市 場 更 多 , 單 是 今 年 頭 八 個 月 的 交 投 量 已 比 去 年 全 年 多 , 反 映 市 場 上 大 部 份 買 家 的 意 向 已 逆 轉 , 找 機 會 想 重 新 入 市 的 人 已 愈 來 愈 多 , 看 淡 後 市 的 人 已 愈 來 愈 少 。 
樓 市 是 一 種 週 期 性 明 顯 的 市 場 , 而 且 每 個 週 期 都 為 時 甚 長 , 一 旦 回 升 , 少 則 持 續 三 五 年 , 長 則 十 年 八 年 , 故 在 這 個 時 候 說 樓 價 升 得 不 合 理 , 將 很 快 被 市 場 證 明 估 計 錯 誤 。 我 希 望 我 本 月 二 日 的 文 章 不 致 於 予 讀 者 這 個 印 象 。 
我 估 計 , 未 來 一 段 相 當 長 的 時 間 裡 , 樓 市 的 主 趨 勢 仍 是 上 升 , 發 展 商 將 把 握 每 一 個 機 會 把 新 盤 的 定 價 推 高 , 初 時 市 場 或 會 有 點 不 習 慣 , 但 由 於 宏 觀 形 勢 依 然 利 好 , 二 手 市 場 遲 早 只 好 被 迫 追 隨 。 因 此 , 這 段 期 間 縱 有 調 整 , 亦 離 不 開 大 漲 小 回 的 局 面 。 
因 此 , 對 有 意 置 業 的 人 士 來 說 , 想 等 樓 價 回 落 多 一 點 時 才 入 市 已 不 實 際 , 因 為 要 付 出 的 機 會 成 本 可 能 更 高 。 現 時 的 樓 價 雖 比 去 年 同 期 升 了 不 少 , 但 仍 只 是 高 峰 期 的 一 半 左 右 , 有 條 件 負 擔 的 人 , 仍 是 早 點 入 市 為 妙 , 以 免 樓 價 升 到 自 己 買 不 起 時 , 才 去 懊 惱 。 這 是 市 場 現 實 , 買 家 好 自 為 之 。
