樓價將跌多少

市 場 氣 氛 逆 轉 得 真 快 , 十 月 上 旬 一 手 盤 還 在 創 新 高 , 十 月 下 旬 交 投 已 萎 縮 至 零 三 年 SARS間 的 程 度 。 有 人 把 這 歸 咎 於 禽 流 感 的 威 脅 , 有 人 把 這 歸 咎 於 政 制 爭 拗 , 亦 有 人 把 這 歸 咎 於 接 連 的 加 息 , 但 我 認 為 更 重 要 的 是 過 往 一 段 時 間 樓 價 升 得 太 急 , 基 礎 不 夠 穩 固 , 下 面 有 空 間 才 會 回 落 。 
其 實 , 自 從 今 年 初 夏 開 始 , 二 手 市 場 已 開 始 出 現 病 徵 , 交 投 減 少 , 價 格 停 滯 不 前 , 即 使 有 些 新 盤 銷 售 理 想 , 亦 無 法 重 新 為 二 手 市 場 帶 來 動 力 。 
樓 市 的 二 手 市 場 遠 比 一 手 市 場 龐 大 , 需 要 廣 大 的 用 家 支 持 , 才 可 以 真 正 活 躍 起 來 。 相 反 , 一 手 市 場 相 對 細 小 , 又 多 炒 家 活 動 , 較 容 易 受 地 產 商 的 銷 售 策 略 扭 曲 。 因 此 , 我 一 向 認 為 , 觀 察 樓 市 應 從 二 手 市 場 入 手 , 才 不 會 被 一 手 市 場 的 假 象 蒙 蔽 。 
可 惜 , 香 港 的 傳 媒 不 知 是 否 太 依 重 地 產 商 的 樓 盤 廣 告 , 下 意 識 地 成 了 地 產 商 的 吹 鼓 手 , 報 紙 上 充 滿 着 樓 價 屢 創 新 高 , 形 勢 一 片 大 好 的 消 息 。 至 十 月 下 旬 , 連 一 手 樓 盤 也 出 現 滯 銷 時 , 傳 媒 才 敢 以 批 判 性 的 角 度 去 正 視 一 手 市 場 的 病 態 。 到 今 天 , 樓 市 要 有 所 調 整 才 成 了 市 場 的 共 識 , 可 惜 問 題 已 察 覺 得 遲 了 一 點 , 令 今 次 的 調 整 會 相 對 嚴 重 。 
我 估 計 , 今 次 調 整 主 要 會 反 映 在 一 手 市 場 。 未 來 兩 三 個 月 裡 , 發 展 商 賣 樓 會 相 當 困 難 。 發 展 商 如 果 不 肯 把 價 錢 向 下 調 的 話 , 就 算 加 佣 、 加 奬金 , 經 紀 也 不 容 易 交 得 出 買 家 。 
然 而 , 發 展 商 又 不 敢 貿 貿 然 減 價 , 怕 引 起 已 落 了 訂 的 買 家 恐 慌 。 因 此 , 發 展 商 會 選 擇 把 已 開 售 的 樓 盤 封 盤 , 或 堅 持 原 價 不 減 ; 但 對 一 些 以 前 未 開 過 的 新 盤 , 發 展 商 亦 要 面 對 現 實 , 進 行 大 幅 減 價 , 幅 度 要 達 15%-20%, 才 有 足 夠 的 吸 引 力 。 當 然 , 發 展 商 會 盡 量 提 供 非 價 格 性 的 優 惠 , 如 送 印 花 費 。 首 段 免 息 免 供 等 , 以 減 少 面 價 上 的 減 幅 , 以 穩 定 市 場 信 心 。 
至 於 二 手 市 場 , 由 於 之 前 的 升 幅 不 及 一 手 市 場 , 應 該 會 相 對 穩 定 , 但 由 於 整 個 市 場 的 氣 氛 已 經 逆 轉 , 二 手 市 場 亦 不 可 能 獨 善 其 身 , 但 跌 幅 可 能 不 超 過 10%。   
我 估 計 , 今 次 樓 市 調 整 需 持 續 至 春 節 之 後 才 有 轉 機 。 在 這 段 期 間 交 投 會 相 當 疏 落 , 因 為 業 主 是 不 肯 一 下 子 把 價 錢 減 下 來 的 , 他 們 會 逐 級 測 試 市 場 的 承 受 力 , 直 到 找 到 支 持 位 為 止 。 
不 過 , 今 次 樓 市 見 頂 回 落 只 屬 技 術 性 調 整 , 並 非 步 入 熊 市 , 因 為 現 時 樓 市 的 基 本 因 素 仍 是 利 好 的 , 主 趨 勢 依 然 是 上 升 , 只 是 一 手 樓 價 孤 軍 深 入 得 太 遠 , 變 成 遠 離 了 二 手 市 場 的 基 礎 , 才 需 要 後 撤 尋 找 支 持 。 
未 來 三 年 裡 , 一 手 的 供 應 量 每 年 只 有 一 萬 五 千 宗 左 右 , 遠 比 正 常 的 少 , 發 展 商 受 的 壓 力 不 會 很 大 , 不 會 出 現 惡 性 的 減 價 戰 , 因 此 , 今 次 一 手 市 場 的 調 整 應 可 有 秩 序 地 進 行 。 
另 一 方 面 , 香 港 的 整 體 經 濟 仍 在 增 長 , 失 業 率 在 下 降 , 工 資 在 上 升 , 在 這 種 大 環 境 下 , 樓 市 是 不 可 能 進 入 蕭 條 期 的 。 有 需 要 又 有 能 力 的 用 家 , 應 趁 今 次 樓 市 調 整 , 物 色 筍 盤 , 使 自 己 成 為 有 樓 一 族 , 以 免 通 脹 重 臨 , 要 長 期 捱 貴 租 。
