賣地成績超理想 樓市轉勢增徵象

今 個 財 政 年 度 第 一 次 賣 地 成 績 超 理 想 , 四 幅 土 地 已 賣 得 近 三 十 億 , 比 去 年 全 年 的 賣 地 收 入 還 要 多 。 一 下 子 有 這 麼 多 的 資 金 流 入 市 場 , 顯 示 樓 市 的 動 力 正 在 加 強 。 我 在 上 周 的 文 章 中 已 指 出 樓 市 正 醞 釀 轉 勢 , 現 在 看 來 , 這 勢 頭 已 越 來 越 明 顯 了 。 今 次 賣 地 除 了 總 銀 碼 大 之 外 , 另 一 個 重 要 特 色 是 平 均 每 呎 的 樓 面 地 價 都 超 出 市 場 原 先 的 估 計 。 西 九 龍 那 幅 , 市 場 原 先 估 1,400元 一 呎 , 結 果 成 1944元 一 呎 。 歌 和 老 街 那 幅 , 市 場 原 先 估 1800元 一 呎 , 結 果 成 1898元 一 呎 。 沙 田 火 炭 半 山 幅 幅 , 市 場 原 先 估 1500元 一 呎 , 結 果 成 1513元 一 呎 。 赤 柱 的 那 幅 , 市 場 原 先 估 3,000元 一 呎 , 結 果 成 3333元 一 呎 。 這 顯 示 發 展 商 的 取 態 比 一 般 的 市 場 評 論 員 還 要 強 。 
發 展 商 的 賣 地 取 態 , 可 反 映 他 們 對 後 市 的 看 法 。 以 今 次 他 們 出 價 的 水 平 來 看 , 他 們 已 轉 而 看 好 後 市 。 過 去 他 們 的 出 價 一 般 都 比 較 保 守 , 預 先 已 為 樓 價 下 跌 留 了 安 全 位 。 但 今 次 他 們 預 留 的 安 全 位 顯 然 減 少 了 。 以 今 次 他 們 的 出 價 去 推 論 , 他 們 已 不 再 預 期 樓 市 會 進 一 步 下 跌 , 因 為 樓 市 如 果 橫 行 的 話 , 他 們 只 能 打 和 或 微 利 , 作 這 麼 多 的 投 資 , 冒 這 麼 多 的 風 險 實 在 不 值 得 。 因 此 , 發 展 商 的 心 目 中 , 樓 市 的 趨 勢 應 是 坐 穩 望 升 的 。 
我 估 計 , 今 次 令 發 展 商 心 態 轉 強 的 原 因 主 要 有 兩 個 方 面 。 
第 一 , 近 期 一 手 盤 的 銷 情 已 大 為 改 善 , 如 果 由 去 年 第 四 季 開 始 計 , 一 手 市 場 的 銷 售 速 度 已 快 過 生 產 速 度 。 如 果 這 個 勢 頭 可 以 持 續 , 不 但 新 盤 可 以 賣 得 出 , 貨 尾 盤 亦 可 陸 續 清 除 。 信 和 地 產 今 次 出 價 這 麼 勇 , 最 重 要 的 動 力 是 他 們 的 海 典 居 在 不 足 兩 星 期 裡 已 賣 出 超 過 九 成 。 新 盤 能 賣 得 這 麼 快 , 當 然 要 增 加 投 資 。 
第 二 , 政 府 的 房 屋 政 策 已 有 明 顯 的 改 變 , 未 來 公 營 房 屋 的 總 供 應 量 將 會 大 幅 減 少 , 由 每 年 五 萬 個 降 至 三 萬 五 的 水 平 , 原 先 的 居 屋 供 應 將 大 部 分 改 為 置 業 貸 款 津 貼 , 故 將 有 更 多 的 資 源 流 入 私 人 市 場 , 發 展 商 當 然 不 會 放 過 這 個 有 利 的 投 資 環 境 。 
就 是 在 這 種 情 勢 下 , 西 九 龍 填 海 區 的 地 價 才 首 次 出 現 升 勢 , 一 年 多 前 恒 隆 曾 在 附 近 投 得 一 幅 類 似 的 土 地 , 當 時 樓 面 地 價 只 一 千 五 百 多 元 一 呎 , 今 次 信 和 投 得 的 卻 要 近 二 千 元 一 呎 , 升 幅 約 有 三 成 。 這 是 金 融 風 暴 以 來 , 地 價 首 次 出 現 這 麼 明 顯 的 升 幅 , 這 是 否 象 微 著 樓 價 也 會 掉 頭 回 升 , 大 家 不 妨 拭 目 以 待 。
